On December 18th at the Marriott Hotel in Hanoi, the Ministry of Natural Resources and Environment, in collaboration with the World Bank (WB), organized a seminar to summarize Vietnam's HCFC Phase-out Management Plan Phase II (HPMP II). Mr. Tran Ba Dat, Deputy General Director of Nagakawa Group, represented the company at the seminar, highlighting its role as a leading refrigeration industry enterprise that has actively participated in the project.

From 2018 to 2023, the project has implemented various activities to support the management and elimination of HCFCs, focusing on areas such as air conditioning, refrigeration equipment manufacturing, insulation foam production, refrigeration equipment maintenance services, and assisting businesses in technology transition to eliminate HCFC usage. To date, Vietnam has met its commitment to reduce HCFC consumption by 35%. The import volume has been below 2,600 tons/year since 2020.
As a pioneering refrigeration business in eliminating HCFC-22 technology in air conditioning manufacturing, Mr. Tran Ba Dat shared at the seminar the project's positive outcomes and its effective contribution to ozone layer protection in Vietnam and the fulfillment of the goals of the Vienna Convention and the Montreal Protocol. Nagakawa Group also expressed deep gratitude for the support from the World Bank (WB), the Climate Change Department (Ministry of Natural Resources and Environment), and the management of the HCFC Phase-out Management Plan Phase II for their close and effective assistance in the timely and goal-oriented technology transition.

Particularly, the businesses participating in the technology transition have overcome challenges and practical developments to timely implement activities.

Mr. Ahmed Eiweida, Head of Sustainable Development at the World Bank in Vietnam, praised the efforts of agencies, organizations, and businesses during this time. The project has enhanced the capacity of stakeholders and provided significant practical lessons contributing to the management and elimination roadmap of ozone-depleting substances HCFC and high global warming potential substances HFC in the future.Following these achievements and continuing the Montreal Protocol's implementation roadmap, Vietnam has submitted to the Montreal Protocol Multilateral Fund a proposal for the Sustainable Management of Controlled Substances under the Montreal Protocol (KIP I and HPMP III). The focus includes continuing to eliminate HCFC consumption in the maintenance and repair of refrigeration and air conditioning equipment supporting compliance with the base level consumption obligation in 2024 and eliminating 10% of the base level consumption of HFC substances by 2029. Nagakawa commits to continuing its partnership with the Government to achieve further goals in the next phase.
